My taskbar in windows 10 is not working properly, how do I fix it

Some days my windows 10 works properly but some days the taskbar and start menu do not work at all and I have to cut the power to get the computer to turn off. This started after I updated my computer from windows 7 to windows 10.

My taskbar sits about an inch from the bottom and in order to access I have to put my cursor up to the top in order to use the taskbar. I have tried the properties for the taskbar which does not correct.
How can I fix this?
