My surface says that it's charging but it's not?

I plugged in my surface overnight in hopes that when I woke up it would be fully charged... But when I turned it on this morning it was dead? It was plugged in, so that's not the problem. I closed all apps thinking it would help it charge faster, but it didn't. I really need it to be able to charge...

This happens sometimes with stock factory chargers (or any other charger per se) if the power adapter is not fully inserted in the electricity outlet. The device may appear as being charged but it doesn't.
