Why I cant open store on my Lumia 730DS after hard reset on build .63?

Is it crashing when you are opening? If you tryed to restart your phone, so try to go to start menu, swipe left and tab and hold on any app. Than tab rate and review. The store should open if not, so try to hard reset your phone again.
