Why can't I access quiet hours on Lumia 520?

I recently had cause to reset my phone and now I can't access quiet hours. When I tap on 'Quiet Hours' I get the following message 'To use quiet hours, you'll have to make sure Cortana is turned on, Battery Saver isn't conserving power at the moment and Driving mode isn't active'. All these apply. Cortana is working correctly and all the latest updates are installed. Does anyone have any ideas?

I believe you will have to set your primary language (move to the top in keyboard settings) to English US/UK (whichever applicable) for it to work. I may be wrong but I have seen some posts here on the forums resolved this issue. It could also be a software bug that may need a hard reset.
