wifi turns on automatically

Using Lumia 950. When I turn wifi off, it gets turned on by itself. How can I turn off wifi and have it stay off until I turn it back on? It seems Win10 has swung the pendulum too far the other way with the wifi problems. Instead of not being able to stay ON wifi, now you can't stay OFF wifi.

Settings > wifi > scroll down > manage > turn off option to automatically connect or you can tap on known networks and remove the option to automatically connect to the individual network

There's also a settings option under wifi sense "connect to suggested..." might also want to turn that off
