Can I use Remote Desktop with Windows 10 Home?

I purchased a PC with Windows 10 Home. Now I find out in the near future I will have to be able to log into a remote computer (in another state) using Remote Desktop. So I was told that Windows 10 Home does not include Remote Desktop and that I will have to upgrade to Windows 10 Pro for $100 to use it. Well I checked and I do see the Remote Desktop app in Windows 10 Home so I am a bit confused.

I will only be logging into the remote PC from my PC, just the one way. I am not quite certain which OS the remote PC is using, it's either XP or Windows 7 Pro I believe.

So bottom line, will I be able to log into the remote PC using the Remote desktop app that I see in Windows 10 Home? Or will I have to upgrade to Windows 10 Pro for it to work? I am getting some confusing answers, someone said if I am only logging into the remote PC one way I can use the Windows 10 Home but I have to know for sure.
