Why does my task bar and desktop keep refreshing/restarting?

[Windows Central Question]

Every minute or so my desktop flashes black and the task bar pops up with none of my pinned programs, just the task view icon and notifications icon. After about 30 seconds all of the icons re-appear but the process then repeats 30 seconds later. Programs that I have open still stay open however.
