Why are my contacts not showing their pictures?

I have an ATT Lumia 950 recently updated to the latest release. For some reason now and before, my people app does not show a picture for all of my contacts. I have synced with Facebook and the images seem to come and go. I have manually connected some of them with FB and that works temporarily but eventually the image disappears. My messages app shows some contacts with pics and info and others without. Is there something I am doing wrong? fb has been synced many times including with my phone on throughout the process (not locked etc).
