You should get IrfanView. It's a small yet very powerful photo editor. Here's the download link : http://www.fosshub.com/IrfanView.html/irfanview_plugins_x64_441_setup.exe
Using it, when you save a .jpg file, you can set the quality of the output file : the lower the quality, the lower the file size. Or you can specify a size, and the quality will be calculated automatically. It also has batch processing.
