I have my Lumia 640 XL working on 8.1 and I cannot put more apps on the SD card. But I do not have mor than appr. 700 MB free. What can I do?

if you have already moved necessary items to sdcard. you have to hard reset in order to obtain space and to successfully upgrade.

2nd option , if you have 1.5gb -2gb space in your sdcard you can choose to install the update in sdcard under upgrade advisor.
