Why is the lumia635 the only Lumia on the eligible list on the insider program to get the latest update at a later date why is this?

mainly because of processor and the 1gb ram, it has to be noted that there is 512mb ram variant which isn't receiving the update

Qualcomm Snapdragon 400 - held even by high end lumia 830
CPU Quad-core 1.2 GHz Cortex-A7- same by 830
GPU Adreno 305 - same as 830


so it was supposed to be upgraded

I don't know, they didn't say. All it says is that the 635 will come later.
