BLU Studio power will not turnoff and will not reload normally. How can I get it working again?

BLU Studio power will not turnoff and will not reload to normal

Will recharge but power will not turn off thereafter until it runs down on its own. Will not load its program to operate in normal mode. When powered, screen stays white with black logo.

Since this site is all about Windows stuff... And BLU Studio is an Android device...
