Navigation keys- Lumia 1520 running 8.1

I've had this phone for over a year, and a 920 for a couple of years before that, and a 520 briefly before that. I'm lost. My navigational keys stay on all the time except when my phone is asleep. Battery saver does nothing, and it always has before. I have an extensive library, and always put my phone in battery saver mode before bedtime so I can read without the glare. But now the glare is there no matter what? Just started yesterday, and its really annoying. What's going on? I didn't change any of my settings, or download anything other than a game update for a game I've had for several months. Is anyone else having this issue? Does anyone know how to fix it??

...now my quiet hours aren't working, even though Cortana is on and battery saver is not. What the heck is going on? I've fiddled with the settings and checked for updates half a dozen times.
