If you want to switch the System Language you could do it at setup...

Or after the phone is set up go to Settings > Time & Language > Language > Add Languages

Add the Language you need. Then you have to hold down on that Language on the list and select "Move Up." Repeat that until it is the top of the list. That makes it default. Reboot is required.
