Why can I not access the nav bar even when I have swiped up as requested?

why can I not access the nav bar even when I have swiped up as requested

I have just bought this phone and am finding it difficult to get started. When I restart it the display shows the date and time on a black background. A message pops up telling me to swipe up to access the nav bar but when I do this nothing happens., I just get the same message again. Please help as this is driving me crazy.

Hi, you haven't mentioned your phone model?
However,

This could just be the glance screen.

swipe up to access the nav bar but when I do this nothing happens

If you press the power button to go to the main Windows start screen, can you swipe up from the bottom of the screen then?
