Buying apps on store

Well, I'm thinking about buying an app on the windows store using my sim card (mobile carrier) but I can't, it says "Can't connect" and that I have problems connecting to the store but my wifi is stable. How can I fix this?

Is purchase of apps via cellular airtime enabled for your carrier? Some carriers might not have it
