Can I reset my Dell optiplex 390 to factory settings to Windows 7 and then upgrade back to Windows10

Providing you log into Windows 10 with the same Microsoft Account login then it will activate ok.

Alternatively you can download the Windows 10 installer on a different PC and do a fresh install. Use Download Tool.
