Can't send message, Try again

I have windows8.1 phone. All of sudden I can not send text, It keeps on saying Try Again. The setting button at the bottom is grayed out. I have checked all other setting and looks fine.

Check if your sms centre number is correct or not.

This is an old chestnut, and I even get it on W10M on my 950xl, although not as regular. I am unsure as to what causes it. I have checked mobile data on, sms number etc, and never found the answer apart from a soft reset, which, obviously forces the phone to communicate with your carrier. Sometimes it just clears and sends after a few minutes. Damned annoying though!
