Text message notification not working in W10M

I am on window 10 mobile latest production build .318. My message notification is not working. Every time i have to open the message app to see if there is any new message. Actually it was not working in the previous builds also. I checked the notification settings and it was fine. Still no notifications. Can anybody help. I am missing something in the settings or it's a issue with the build.

The main settings is in Notify center leave all enabled EXCEPT Keep Private

SOmetimes, Messages app still doesn't notify. A reboot alway fixes it
