Those old Snapchat apps went the way of the dodo a couple years ago when Snapchat put their foot down on them.

There's nothing to tell you to do.

6snap stopped working years ago.

There is an app called Specter on the Windows Store that is worth checking out. It isn't as great as 6snap yet but it works for the time being.

because the developer wants to be paid for their hard work up to now and into the future?

alternatively, Specter uses Casper, another third-party Snapchat solution for Android (and BB10) and I might be wrong but I heard somewhere they need to pay for access.
