Can't open text icon, people icon, can't make calls, what can I do?

Can't open text icon, people icon, can't make calls

My phone won't open my text messaging icon, it just says"Loading..." and then closes it. It does the same thing when I click on "People" and also Cortana is not responding. So basically my phone is now only able to get onto the internet.

Have you tried restarting it? Also if that does not work try turning on Airplane mode then back off, this will make the phone require it's cellular signal.

It may help more to know some additional details.

What Phone? OS version?

What changed before this started?

Do you have the airplane icon showing in your status bar?

Have you tried shutting down, remove SIM card and wipe clean, inspect card for damage.,insert card and boot?
