Exactly what error message are you getting? We need more info other than "I can't delete" and "I can't run"

When you go to install these (Steam, Origin, and Uplay), are you choosing to install them (the game hubs themselves) to the secondary drive? Also, in each service's settings (Steam for example) there's settings to choose where to install the games.

Maybe you could try starting over. Right click on the Start button and choose "Programs and Features" at the top of the list. Then scroll down the list, right click on Steam and uninstall. If it won't uninstall it from here, then you'll have to manually remove the Steam folders. (The default location is c:\program files\steam) Then run the installer again, paying attention during the install process, and choose your secondary HDD for the install location. This applies to Steam, as well as the others (Origin, Uplay, Epic games, etc) I have them all installed as well, with many games installed on different drives and have zero issues.

If you still have problems, there's tons of help to be found on the Steampowered site. Here's an example; moving an existing Steam installation to a different drive location.

I hope some of that helps. We're more than happy to help you here, but need more info to work with. Let us know how it goes!
