On a standard keyboard, F5 performs a refresh of the open window.

How do I refresh with Surface Pro 3 cover/keyboard? F5 on the cover/keyboard opens a search window.

You'll need to press and hold the Fn key and press Search/F5.

Many computers add alternate functionality to the F keys. I believe Fn + Esc can toggle that for you.
