dub405-m.hotmail.com. Why does this keep coming up when I am trying to look at emails?

It seems to come and go. When it appears it is very insistent and my outlook has closed down and I can't seem to open it again. Any help would be appreciated.

dub405m is a Microsoft server running out of Dublin, Ireland.

Currently it appears to be down: Dub405 m down for everyone or just me? - Check dub405-m.hotmail.com now!

Is this a recent issue? How long has it been going on?
