Why does the Windows Store on my PC look like it's downloading but isn't and won't open?

Both in the start menu and if you go to the "all apps" section, when I click on the tile, taskbar shortcut or tab, it turns grey with a loading bar at the bottom like it should start downloading, but never does. It only looks like this after signing in and then clicking on it. Otherwise it looks like it is already downloaded and ready to be used.
