Why won't Windows Store connect?

why my store cant connect?

i reset my phone now and create new account but when i want open my store i recive this message
cant connect!
we are have trouble connecting you to the store right now.please try again in a minute or two.
what should i do to fix it?
the time is right and i sync my account but again it doesnt work

restart your phone and try again - or give kit an hour and check again
