Why Must I restart to retrieve internet and sounds

When I wake up the Win Vista on my machine it prompts me in the bottom task bar speaker that "the windows sounds program has been disabled..." So I right click and go to sound program, enable all disabled sounds and it functions normally. But I have go through the same procedure every time I wake it up. How can I make fix or just deal with it. Its an antiquated program anyway.

it only happens after waking up and not restarting? Check for driver updates for sound devices
