Why cant my samsung android 4 connect to my laptop

I tried today to transfer some photos via bluetooth it says they are paired but keeps failing the transfer now I have tried to transfer photos via USB but it just goes to media player where i can see the photos but cant move them from there to my photos folder.

when connecting to pc, connect as media storage device or mass storage device
