Why am I unable to open the Start menu sometimes?

Help Me, I can't able to open the start sometimes

Most of the time i am not able to open the start. I don't know why it is so?
Suggestion some solution to resolve this problem

check for OS updates

Try this

Go to Action Center, and activate Tablet Mode. Try if Start Menu works ,come back to "normal mode".
If it doesn't work: Open PowerShell as Admin and try this:
Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

and press enter
