when i go to reset and press run nothing seems to happen

having problem downloading apps from the app store. was told to do wsreset and press run. when i do a black window comes up but nothing happens. I am still having problems downloading apps please give some help. thanks

restart your pc and try again
Are there any error codes when downloading? The problem is downloading or installing?

Check your date, time, time zone and region settings
