Fix endless spinning gears on windows 640 phone

[Windows Central Question]

My windows 640 phone locked up with the windows icon on the screen. Did a hard reset and now its stuck with the endless spinning gears. How can i do a hard reset on it again if i can't turn it off?

If you soft reset it will restart, other options are pulling the battery and using the Windows Device Recovery Tool.
