My operating system was deleted while using CCleaner

The other day I was using CCleaner for windows 10. I was wiping free disk space on the application. The cord to my computer accidently got unplugged and the power turned off. When I tried to turn on the computer on again, the computer said that I'm missing my operating system. How can I get my operating system back?? And all my files...

Additionally, can you remove your hard disk? If yes, you can use it as an external hard drive and copy the data to another storage drive so you can have a backup
