I am buy new lumia 650 after some day uses i see flikering and flashlight type flash on screen is that normal becoz of windows 10 or i need to change my phone becoze of hardwear problem?

it looks like a hardware issue - I'm sure warranty will cover the problem -take it back for service or replacement
