Go to Store and check pending core apps list. Wait till all of them are updated and synched (all apps need to be updated to win10 version)

Happend to me, hard reset fixed it.

after updating the camera app, you can also try a soft reset by pressing both power and volume down buttons until the phone vibrates and restarts
