Does windows 10 for lumia 735 have voice recognition for text messaging?

With windows 8, a microphone icon appeared in the text message box and I could dictate my message. The microphone icon is gone now.

It is now at the top left of the keyboard, and it is everywhere not just texting.

You're wrong. It seems that Windows have royally messed this up. I'm in ireland and I don't yet have cortana and the voice dictate is intrinsically linked to cortana. My 930 dictate was great on Win 8.1 now its gone. What the heck are MS up to??????????????

if you set your language to English UK? Does Cortana come back?
