why do I see a blck circle with diagonal live when trying to view live webcam on ie11, windows 7?

When I try to view a live webcam I get a black circle with a black line going through it, on ie11 windows 7. I was able to view it before.

check that there's nothing covering the webcam and try a different app to see if the webcam issue is replicated in other programs like skype
