Surface Book Scrolling Issue

[Windows Central Question]

Not related to the mouse pad or touchscreen. When scrolling through files on my computer, the window will suddenly bounce back to the top. Also, when I hover over programs, the image will appear and then disappear before i can click on anything. I haven't had either of these issues with other applications; only with file explorer.
