Why are all jpg files not showing thumbnail pictures after the 13 August 2016 Windows 10 update?

Windows Central Question

After the Windows 10 August 13, 2016 update, all my picture files (jpg) don't show any thumbnail pictures or a preview when you hover over them... none. They open just fine, but it's sure a pain not being able to first see what they are without having to actually open each one first. Why did happen and what can be done to fix it?

the thumbnail cache might have been removed - eventually it will build itself again as you open the folders
