Has Microsoft done rolling out revamped Outlook.com experience?

Early this year Microsoft announced that out would introduce a revamped Outlook.com experience based on Office 365 infrastructure, and the update would be pushed to all Outlook users in several months.

Yet I still haven't got the update. I'm looking forward to this update because I NEED to check my mailbox on public PCs frequently. Is there anyone who hasn't got the update as well? Will I ever get it?

The account was originally registered, and is now being used in China.
This might be the problem, but I personally dismissed it, since all new accounts registered in China have already adopted the new design for a while.

Actually I'm pretty sure that the update is based on utilization, which means frequent users get the update later, in order to avoid instability. Microsoft did this when they updated the developer dashboard years ago.

I started using Hotmail in 2009, which is absolutely not even close to the longest. Although I use it heavily since then, I expect the update to arrive in June or July. Now it's been more than half a year, I'm sure Microsoft has had enough time to handle the update for most of its users.
