How do I transfer photos from my Windows 8 Vista to my microsoft nokia lumia 640

Connect your L640 with PC via Data Cable, then copy your files/images to your PC. That's all...

you can connect your phone to the pc using cable, copy from file explorer
Or use a browser on your pc, open onedrive, upload photos and on your phone use onedrive to download them
