I have a full windows 8.1 key but windows 10 appears to be rejecting this key

I had windows 8.1 and updating to 10 failed so badly I needed to operate a complete reinstall of windows. However, I could not get the upgrade to work, so I had installed windows 10 and attempted to activate using the 8.1 key. This hasn't worked. How do I get windows to accept the installation on the 8.1 key?
