Nokia 1520 will not remember Language and Region settings

I wish to enable Cortana.

I live in South Africa and have a Nokia Lumia 1520 on Windows 10 Mobile Anniversary update version 10.0.14393.67. I am enroled as an Insider on the slow ring.

No matter what language/region I choose, after a restart, the Language always reverts back to English (Singapore) and the Country/Region to Singapore.

Because I cannot change these to US or UK I cannot enable Cortana. Why Singapore??? Maybe it was assembled there.

Does anybody know of a fix without doing a hard reset.

is the region and date timezone setting set to automatic update? Try with it disabled. And location off too

Thanks for your help. I tried what you suggested but unfortunately it did not help. I cannot change it from Singapore Region and Singapore English to anything else.

Has the problem of reverting to Singapore always been there since you got the phone?

No, I had Cortana enables in 8.1 I think. I guess I will have to do a hard reset at some stage. Thanks for trying.

before you do the factory reset, make sure to do the relevant backups

Cortana is back after a hard reset (UK and UK English). I cannot find the "Enable Hey Cortana" option. Seems this is a software bug as others have this problem as well..
