Windows Central Question

I am on Windows 10. Weather forecasts on Weather is always lower by 2-3 degrees. Is this disparity politically motivated? So, climate change deniers would cite lower temps to 'validate' their world view... I also need a better App for my area...

That's an interesting point of view... but it's most probably just because of inaccurate weather model calculations. What weather app are you using now?

Weather Underground uses nearby weather stations to deliver accurate weather information. However, last time I checked there is no official weather app. Look for an app that uses Weather Underground as their weather source.

Some of the other "accurate" weather apps are:
Prognoza (paid)
Weather-To-Go
Moweather - not sure what model this uses, but it's probably one of the Chinese weather models (which is accurate for Asia, and probably for Australia, too)

have you tried other apps? And searching for actual weather via online search?
