I looked through the forums and all I could find was stuff about apps in the store, not the store itself. I'm stuck on 2015.10.13.1
what is your windows OS version? Can you check in settings > system > about > OS build
If it says 14393.xx, then you can go to settings > apps > select store app from the list > select advanced options > reset. Then try opening store and check for updates
If your OS is 10586.xxx, then try updating your OS first from settings
By the way, this is for a pc, right?
