Does cellular data limit in AU work?

I don't have a phone with anniversary update or any redstone build installed so I can't test this

In internet settings, for cellular you can have a data limit, say 100MB for the next 3 days. From experience this has never worked properly for me.

I can tether my phone and my pc and if my data gets used fast, the data limit does nothing. I can check my phone after a few minutes and a 100MB has been used over what I had set meaning 200MB was used instead of 100.

the data limit does nothing, it does not stop further data being used which is the main function of a data limit, It's supposed to stop further use of data outside the limit, completely.

Has this changed in the 14393 builds or 14905 build? Or any redstone build at all?

Sounds like years ago here in Italy, when all carriers asked thousand ? to all users for overpassing MBs or internet hrs limits but they blocked sims only after 48 hrs.
There was a scandal, all users get refunded (me too)
Now, all carriers in Europe istantly limit your traffic at 38 kbps (just texting) when you overpass your account limit, and send a warning sms.
Data limit is a average o.s. extimation, obviously it will never be the same as carrier.
Each carrier got a myapp which shows on live tiles real time data , mins and accounts
