what does a lightining bolt and a settings icon mean on my lumina 550 phone

has lightining bolt and settings icon and wont turn on what do I need to do to fix this problem

Soft reset, hold down "volume down + power" until the phone vibes and shows the initial logo. Then let go and allow the phone to load up normally.
