Win 10 recovery drive instaled Win 8.1

I wanted a clean install of Win 10 so I created a win 10 recovery USB drive and then booted from the recovery drive to reinstall the OS but it installed Win 8.1. It appears that I now have no way to get back to Win 10.

If you were already on Win 10, you should be able to get back to it. What seems to be the problem when trying to upgrade?
