I can't access the widnows store. How do I get it back and operating?

When I go to open the app, it very quickly comes up on screen and then disappears straight away. This happened the day after a "shut down and upgrade last night".

PC or Phone?

For PC: Store Cache - Clear and Reset in Windows 10 - Windows 10 Forums

For phone: Soft/hard resetting the phone might help or just waiting a day or two
