Taskbar not going away when in fullscreen

For desktop programs (steam games, browsers), the task-bar always shows. For example, it remains where it is when I try to watch a youtube video in full screen. However, it properly disappears if I go full-screen in myTube. How do I get the taskbar to disappear when full screen on desktop programs?

maybe right click the taskbar > properties and select auto hide
