no apps in my notification and action centre

When I open my notification centre in my Lumia 730, windows 10.....there is no app available there.....i recently hard reset my mobile as a frnd entered incorrect pin lot f times......and oly now im facing this problem......so I need some help on how to add WhatsApp or messenger in notification centre or any help in resolving this issue I have

App list will be populated after receving the very first notification
